I have some comments on the Subject Title
As long as IBAMA employees and government agencies are responsible managing this responsibilities I agree! Unfortunately I know this is an utopia, air travels around the world and doesn't belong to anyone!
We need to have a global approach and borders do not stop global warming or any environmental damage. The rate in which the Amazons is loosing territory to illegal logging the more this concerns me. I have personally (from a person I despise for that!!!, I might add explicitly!) that he has an eco-friendly wood export business and he bribed officials and did not replant any trees for the one he logged!
So back to how to solve this, anti-corruption and international approach. As when the US uni-latterly didn't sign the Kyoto agreement it almost nullified it significance, as the US is responsible for most environmental pollution. Along the same rational: Brazil is 'responsible' for the lungs of the world, that responsibility shouldn't seen as a small responsibility. Any responsibility like that, is rightfully held against the scrutiny of Humanity and demands good governance.
My honest opinion as a concerned Humanistand I love Brazil and the first to defend against foreign meddling (although being foreigner living in Brazil ;o)
