    Casinos and gambling have been illegal in Brazil since the 1960's; the allegation is that casinos help spread prostitution, mafias, money laundering, etc. Several projects are in Congress trying to legalize casinos, but those have a low priority.

    Although casino gambling is currently illegal in the country, but the people participates in many forms of gambling, including illegal casino-type games.

    Machine gaming of a video variety is prevalent in the country's many bingo halls. Sports betting and football pools are also popular, as are cockfighting, horse racing, and all forms of lottery games. A private and only quasi-legal lottery called jogo do bicho ("the animal game") is played to support the activites of the Mardi Gras celebrations in Rio de Janeiro.

    The government has approved the legalisation of gaming halls in Brazil. A bill stipulates that gaming-related revenues will be channelled into the health sector. So, this is kind of charity.

    According to the bill, casinos may operate exclusively in the north, northeast and central-eastern regions of the country and some provision should be made to ban problem gamblers from gaming halls.

    The bill sets forth that bingo halls and casinos with a license to operate may have video lotteries. According to the bill, only six casinos will operate in Brazil, two in each of the regions mentioned above and the Government will have to wait for five years before granting new operating licenses.

    Casinos may only offer card games, roulette and slot machines (video lottery). Jackpots will be paid in cash and at least 70% of the money collected from the sale of bingo cards will be devoted to said purposes.

    One perpetual major propsal for casino gaming legislation would allow luxury hotel-casinos in officialy designated tourism zones. A government agency would determine the gaming zones. A Federal Gaming Commission would be established to ensure the integrity of the games.

    I've come to know that one of the luxury hotels in Rio de Janeiro named Copacabana Palace has reopened its Antique Casino Ballrooms.

    It is good to hear that casinos and gambling are considered illegal... I hope more countries will do so...

    But there are still casinos making money for a cause.
