I believe you need a visa no matter where you come from, but most of the time it is very easy to get a tourist visa. Usually, it's something that is done at the airport.

For a US citizen who holds a valid passport, the cost of the Brazilian visa
is $100 (plus $10 processing fee). The visa application can be filed at any Brazilian consulate located at different US cities. You need to enter Brazil
within 90 days of getting the visa.

You can apply for a visa to Brazil from its consulates in your country. Travel agents can also help you acquire it.

This link Red Tape And Visas answers your question.

"All US Citizens and many foreign nationals who travel to Brazil require an entry visa prior to leaving their nations. Most Asian, Australian, American and French citizens are required to arrive with a visa; Britons and Germans are not. Your passport will normally be stamped for a 90-day stay."

It also lists down the COUNTRIES THAT DO NOT NEED A VISA.

I also learned in this site http://www.braziltravel.com/travel/visa/ that "all visitors, except nationals of Argentina, Chile, Paraguay and Uruguay arriving in Brazil directly from their own countries and holding a national identity card, require passports that are valid for at least 6 months from date of entry."

There is a lot of countries wich Brazil have some deal that is not necessary that you have a Visa, for exemplo All the Europeans Country, it means that if you want to come to Brazil you just need a passport, you can stay here for 90 days, of course youŽll need to prove that youŽll have money for stay for this period, youŽll be here as a tourist so it is not allowed to have any kind of job. This 90 days tourist visa is renovate for more 90 days if you want to stay more, you just need to go in Policia Federal (Federal Police) and full fill some pappers and to have a good reason to stay. For that you need to pay a tax of R$ 16,00. it is around US$ 7,00.
