Maybe this person is highly qualified in some profession or got transferred from a big company which also has an office in Brazil.
What I know if you wish to work in Brazil you must have a work permit (autorizacao de trabalho), i think will be quite impossible working illegally in Brazil. Each case is different and the working visa is issued by the Consular post of the applicant's country of legal residence. Normally, those visas are issued to employees of Brazilian registered companies subject to local tax and labour regulations. You won't get a visa by a company which is registered outside the country.
The best way to start is sending your work permit application to the local Ministry of Labour and Employment (ministerio do trabalho e emprego) office by the company wishing to employ the foreigner. When the application is approved, it wil be published in the brazilian legal newspaper (Diario Oficial) and sent to the Ministry of Foreign Affairs. The Ministry of Foreign Affairs will then authorise the Consulate or Embassy to begin to process the work visa.
You can apply for a Permanent Visa, Permanent Visa for Investors and Temporary Visa.
In my opinion the easiest way if somebody wants to live in Brazil for while and do some work activities is to teach some languages for example. I know an agency in Florianopolis that can provide you a work experience and accommodation in Brazil. The website address is http://www.intercultural.com.br/
